This project included construction of a complete new bulk liquids storage terminal for Helios Terminals, a subsidiary of Chemoils.
McConnell Dowell completed the EPC scope to deliver all engineering, procurement, fabrication and construction for bulk storage and blending facilities totalling 448,000 m3.
Scope included tank foundations, bund walls, pipe racks, valve and pump manifold, piping, electrical and instrumentation works, buildings, loading arms, jetty topsides and a new finger pier.
The Challenge
The project was significant for the requirement to manage a number of concurrent work fronts safely on a constrained site. Multiple disciplines working in close proximity were coordinated to ensure project completion to the tight client timeframes.
McConnell Dowell prefabricated all structural steel and large bore piping in our fabrication yard in Batam, with a site workshop set up for the balance of piping fabrication.
The Solution
McConnell Dowell mobilised a multi-disciplined workforce and coordinated design, procurement, prefabrication and construction to complete the project safely, on time and within budget. The achievements of the team were recognised with the project winning the Singapore Safety and Health Award during the construction of the project.

McConnell Dowell’s highly motivated and experienced team with its understanding of how to manage interfaces between civil, pipelines, structural, mechanical and piping, and electrical and instrumentation disciplines was key to success.
